The Minister of Education and Culture, Samaria Tovela, chaired the Meeting with Strategic Partners in the Cultural Sector on Friday, 12 June 2026, in Maputo. The meeting aimed to establish a robust and permanent mechanism for coordination and collaboration between cultural stakeholders and the Government. In her address, the Minister highlighted that the meeting represents an opportunity to strengthen the implementation of the Government's Five-Year Programme 2025–2029, which recognizes culture as one of the key strategic pillars for the country's transformation. On the same occasion, the Minister stated: “This is not merely an administrative target; above all, it is a reaffirmation of our national identity and our role as custodians of the collective memory of the Mozambican people.” – Minister of Education and Culture. In her speech, Samaria Tovela also underscored the commitment of the Mozambican State and explained that culture constitutes an economic asset of immeasurable value: “Culture is an economic asset of immeasurable value, capable of contributing to the diversification of the national economy, generating employment, wealth, innovation, and business opportunities that will transform the lives of millions of Mozambicans. The effective implementation of cultural policies cannot be carried out in isolation.” – Samaria Tovela. The Meeting with Cultural Sector Partners serves as a platform for dialogue between the Government and cultural stakeholders, marking a new phase of coordination and collaboration aimed at defining priority areas of intervention and, above all, maximizing the impact of collective actions on the daily lives of Mozambicans.
The Director-General of the National Institute for Cultural and Creative Industries (INICC), Roberto Dove, received, on Monday (June 8), at the institution’s headquarters in Maputo, the Coordinator of the KILTIR Project, Astrid Audibert, who is in Maputo for the launch of the Regional Guide on the Import and Export of Cultural Goods and Services in the Indian Ocean region. During the meeting, the parties discussed various matters related to the Cultural and Creative Industries (CCIs). The KILTIR Project Coordinator referred to the support mechanisms currently available through the programme she represents and encouraged INICC to make use of this support framework for the benefit of Mozambique’s cultural sector, particularly by exploring the field of public policy. "INICC is a privileged interlocutor, and Mozambique can include Copyright as part of its advocacy actions, archive preservation initiatives, and the promotion of both tangible and intangible cultural heritage. Therefore, there are sufficient elements for the country to benefit from KILTIR’s support." In turn, the Director-General of INICC stated that Astrid Audibert’s visit serves as a bridge for the institution to strengthen its responsibility as a promoter of the Cultural and Creative Industries and of the instruments that facilitate their implementation. Roberto Dove highlighted the institution’s flagship projects, including the creation of a handicrafts catalogue, the cultural mapping initiative launched in 2022, and the campaign promoting the Regulations of the Copyright and Related Rights Law. The support project for the Cultural and Creative Industries is based on a regional mobility fund, a co-creation fund, support for cultural events, scholarships, support for cultural tourism, cultural entrepreneurship, museums, copyright, and other related areas. Following the meeting, Astrid Audibert toured INICC’s facilities and visited key areas, including the Film Archive, the Auditorium, the Library, and the institution’s Permanent Exhibition, among others. The KILTIR Project is an initiative of the Indian Ocean Commission, in partnership with the French Development Agency (AFD), and was created to strengthen ties of friendship among the peoples of the Indian Ocean and to build a regional space for sustainable development.
The proposal for the Artist's Statute (Estatuto do Artista), was the central theme of a seminar held last week in Maputo City, led by the Secretary of State for Arts and Culture, Matilde Muocha. The meeting brought together artists, cultural associations, and potential beneficiaries of the future law to refine the rights and duties pertaining to the profession. In her speech, Matilde Muocha emphasized that the Statute goes beyond labor dimensions and social protection. "Beyond being an act of policy and national identity, the proposal responds to real problems with concrete measures. The objective is to recognize and protect authors and treat artistic work as a public good," she stated. Addressing the audience, Muocha reaffirmed the Government's commitment to positioning culture and the creative economy as strategic vectors for national development. "The Government believes that culture is infrastructure, social cohesion, and a growing economy. In countries that have already taken this path, the cultural and creative sector represents between 3% and 5% of the national GDP. Mozambique has the human potential and cultural diversity to aim for that horizon. But it will not get there without law, without registration, and without protection," she explained. It is expected that, with the approval of this instrument, the professional registration of the class will be legalized, ensuring greater dignity, security, and recognition.
The General Manager of National Institute of Cultural and Creative Industries (INICC, IP), Roberto André Dove, appointed seven (7) new heads of different Organic Units on March 2, at the institution’s headquarters in Maputo. These include Noémia Quintas, Director of the Division of Creative Goods and Cultural Markets; Samuel Mubai, Head of the Autonomous Central Department of Administration and Finance; Eusébio Inguane, Head of the Autonomous Central Department of Human Resources; Jaqueline Bila, Head of the Personnel Management Section; Otília Saunda, Head of the Central Secretariat; Abílio Monjane, Head of the Department of Cultural Markets; and Gislaine Mucavele, Head of the Training and Social Welfare Section. The appointees assume their current positions following the termination of duties of the former heads of the aforementioned departments, with the exception of the Personnel Management, Training, and Social Welfare Sections, which were recently established. Speaking at the swearing-in ceremony, the General-Director of INICC, IP, Roberto Dove, urged the appointees to remain committed with their work and to uphold rigor in the performance of the duties entrusted to them. The Director further stated that the appointees should work towards the implementation of sector policies and the achievement of the targets set out in the institution’s plans and objectives. One of the key aspects considered in the selection of the new heads was the observance of gender equity, which the General- Director considers an act of utmost importance for both personal and institutional development and growth, encompassing all human resources within INICC,IP. It is worth noting that the heads of the various sectors now appointed are staff members of INICC, IP, who had already been performing technical and managerial roles.
